Recurring Mouth & Tongue Swelling / Ulcers & Private part itchiness

Hi, I have been experiencing recurring mouth & tongue ulcers (latest is swelling, could turn into ulcers but not yet) which is triggered together with itchiness of my private parts, and with the above, I have also developed a very specific round rash on my arm which gets itchy whenever the issues above starts acting up again. This rash does not go away, but it turn darker when the ulcers and itching have subsided. I have went for blood & urine tests which shows that I do not have any STD infections or any other general body issues, and my GP has boiled it down to low immunity system, but this issue is recurring yet again. I'm unsure which specialist should I be visiting.
