To put it simply the brain is like a computer - the brain cells are the hardware and the data and learned information are stored in various parts of the brain with connections among themselves. A stroke destroys brain cells and this cannot regenerate. Stem cells for nervous tissue doesn't guarantee the right type of hardware (i.e. not necessarily the right type of cells). More so the data (software) in the form of learned information cannot be replaced without relearning which is not practically possible.
